The penalty run-up: what is decided in the last three steps

A penalty is usually described as a duel of nerve. Mechanically it is a contest over who is allowed to commit last, and the run-up is where that is settled.

Two incompatible strategies for the taker

A penalty taker can select a corner in advance and strike the ball there regardless of the goalkeeper, which removes the keeper from the decision entirely. The alternative is to delay the choice until the keeper has moved, which converts the kick into a reaction and requires the strike to be adjusted very late. The first strategy fails when the keeper guesses correctly, and the second fails when the keeper does not move at all.

Neither is superior in general, and the important point is that a taker must choose one before the run-up rather than during it. The characteristic failure is a taker who begins with a fixed plan and changes it mid-stride, which produces a strike with neither placement nor conviction.

What the goalkeeper is actually reading

A keeper has too little time to react to the ball on a well-struck penalty, so the movement has to begin before contact and therefore rests on prediction. The most reliable information is the angle of the plant foot, since the non-kicking foot points broadly where the ball is going for most techniques. The hips carry similar information and arrive slightly earlier, which is why keepers watch the lower body rather than the face.

Eyes are the least reliable source because takers know they are being watched, and looking at one corner is the cheapest deception available. The keeper is therefore assembling a probability from several late signals rather than spotting a single tell.

The purpose of a slow run-up

A taker who approaches slowly is attempting to delay his own commitment until after the keeper has committed to a direction. The keeper's counter is to remain still for as long as possible, which turns the situation into a contest of patience that the rules constrain at both ends. A stuttered approach serves the same purpose and carries a regulatory cost, since stopping entirely once the run-up has begun is not permitted.

The mechanical cost of the slow approach is that it reduces the pace available to the strike, which makes an accurate contact more important. This is why slow run-ups are usually paired with placement rather than power, and why a slow approach ending in a hard strike is often mistimed.

Height as the neglected dimension

Most analysis of penalties concerns which side the ball goes, while the vertical dimension is where the largest and least defended region sits. A goalkeeper diving sideways travels furthest along the ground and reaches the upper corners with much greater difficulty, since the body must travel up as well as across. The reason takers avoid height is that the margin above the crossbar is unforgiving and the failure is total rather than partial.

A ball struck low and well placed can still be saved, whereas a ball struck high and badly placed is not saved but missed. The distribution of choices therefore reflects a preference for a recoverable failure rather than an assessment of where goals are easiest.

The stationary keeper as a strategy

A keeper who does not move at all defends the central region, which is a genuine target and one that takers under pressure use more often than they intend. Standing still also removes the information the taker was waiting for, which punishes the reactive strategy specifically. The cost is that the keeper concedes both corners entirely, and a well-placed kick to either side is unreachable from a standing start.

Keepers therefore mix the approaches across a sequence of kicks, since a predictable keeper is worth less than an occasionally wrong one. The taker faces the same problem in reverse, which is why a sequence of penalties is a repeated game rather than a series of independent events.
