Basketball allocates incoming professionals through a draft rather than an open market. The mechanism decides both where a player starts and how much he initially earns.

Reverse order is the central design choice

Teams select in an order weighted toward those that finished worst, so the weakest squads receive first access to the strongest entering players.

The purpose is competitive balance. Without it, the best young players would sign with the strongest and wealthiest teams, and standings would ossify.

The mechanism transfers talent downward each year, which is why turnaround in the league is faster than in competitions with open transfer markets.

The player does not choose the destination

An entering player is assigned rather than recruited. He may have no connection to the city and no say in the coaching staff he joins.

This is the price of the system, and it is why draft rules are negotiated between the league and the players' association rather than imposed.

Some players attempt to influence outcomes by signalling reluctance to sign with particular teams, though the leverage available is limited.

Entry wages are set by position, not negotiation

Contracts for drafted players follow a fixed scale tied to selection order. There is little room for individual bargaining in the first agreement.

The scale keeps entry costs predictable for teams and prevents bidding wars that would consume the money available for existing squads.

For the player it means the first years are paid below market value if he develops quickly, which the later contract is expected to correct.

A lottery weakens the incentive to lose

Because a strict reverse order rewards losing, the earliest picks are assigned by weighted lottery among the weaker teams rather than by finishing position alone.

This reduces the certainty of gaining a particular selection and therefore reduces the benefit of deliberately fielding a weaker team.

The design is an ongoing compromise, adjusted when teams find new ways to exploit whichever version is current.

Picks themselves become tradeable assets

Teams exchange future selections for players or for other selections, so a draft position can be traded years before the player it will select is known.

This creates a market in uncertainty, where teams value picks by expected quality and by how much salary flexibility they provide.

Rebuilding strategies are often described in terms of accumulated picks rather than players, because the picks are the currency the system generates.
